  • The 2015 Jefferson County Parks, Recreation, Open Space, and Trails Comprehensive Plan (PROS Plan) is being updated. Both the 2015 version and the 2022 preliminary working draft update version are available for review and public input by clicking here.

    The Jefferson County Parks and Recreation Advisory Board (JCPRAB) will review the 2022 draft plan on April 1, 2022 at 11:00 am. The public is welcome to attend this meeting. There will be a brief public comment period at the beginning of the meeting. Agenda and meeting information is available by clicking here.

    The update process will include two presentations to the JCPRAB (June 1, 2022 and August, 3, 2022), a presentation to the Board of County Commissioners, and a public hearing (both TBA). Public comment on the 2022 PROS Plan update is welcome at anytime. Please send comments to: mtyler@co.jefferson.wa.us.
  • The Jefferson County Parks and Recreation Advisory Board is seeking two volunteer advisory board members. One from county commissioner district 1 and one from district 2. The board meets six times/year for 1.5 hours. Interested applicants should complete the advisory board application and submit it to Jefferson County Board of Commissioners, 1820 Jefferson St, Port Townsend, WA  98368 or jeffbocc@co.jefferson.wa.us, by June 15, 2022.   • Campgrounds are open April 1st!
    Jefferson County's 3 campgrounds, Lake Leland, Quilcene, and Oak Bay (Upper & Lower) are open for campers April 1st through October 31st. A total of 60 campsites for your enjoyment! Follow the links for specific campground amenities.
    Our campgrounds are first-come, first-served. NO RESERVATIONS.

  • HJ CARROLL PARK CARETAKER(S) WANTED
    Jefferson County Parks & Recreation is seeking one or two people to play a key ‘live-on-site’ role. There is seasonal variation, but on average, the caretaker(s) work 15 hours per week helping to maintain and supervise this beautiful day-use park. Must be on-site consistently 5 days a week. In exchange for your service, we provide a large, private, gated space with full hook-ups, landscaped yard, and storage space.

    Bring your own RV,. We pay all utilities. This position is year-round & ideally at least 2 to 3 years. This is an annual contract services agreement, not a Jefferson County employment opportunity. Apply now! Open until filled. Position starts June 27, 2022.   • Parks Ordinance, Parks Code - has been updated! It is very important that all park users keep their dogs on a leash no longer than 8 feet at all times in our parks. In addition, please remember that dogs are not allowed at designated swimming beaches including the beach at Gibbs Lake Park. For the updated version of the Jefferson County Parks Code, please Click Here.
  • Construction Project Notice: the JUMP! playground will be built at HJ Carroll Park from approximately May 16 to August 31, 2022.  See our new JUMP! Facility Page for more information. The construction site will be completely closed. The main parking lot will be periodically closed. The perimeter path will generally remain open. Please let us know if you have any questions.     Due to a slight delay in the start of the JUMP! Playground project, the basketball courts at HJ Carroll Park have been reopened until May 31.
     
    Please enjoy the courts but remember there is a trip hazard on the edges of the court where the dirt is. There are also exposed in ground irrigation boxes and irrigation heads in the dirt surrounding the courts. Event Reservation Instructions

Reservations can be made for our County Park Shelters: Rotary Pavilion and Salmon Shelter in HJ Carroll Park and the Lyons Club Shelter at Portage Beach of Indian Island Park for your birthday party, wedding reception, local meetings, etc.  


To make a reservation, you must have a CountyRec account.
If you don't have an account select ‘Create Account’ from the blue ‘Account’ tab at the top of this page.
Fill out your information as requested and submit. 

When you are logged in to your account you will have the option to make a reservation. Either select the 'Reserve' icon on your account page or select 'Reservation' from the blue 'Facilities' tab. 

Fill out your event information and submit your request. This will send an email to our admin team who will review the request. If there are any questions, we may reach out. If it looks ok, we will accept the request and will be sent you will receive an invoice to the email you provided. You may pay online with a credit or debit card with a 3% fee through your CountyRec account. As soon as payment is received you will be sent the event permit and your payment receipt. Only when you have the event permit is your reservation secured.

Closed Saturday, Sunday, and Holidays 


Covid masking in County buildings: Masking is requested, but not required. Masks will continue to be provided. 

  • Motorized equipment such as e-scooters, electric kid cars, hoverboards, segways, onewheels, e-skateboards, and e-bikes are not allowed in our parks except on roadways and the Rick Tollefson Trail in HJ Carroll Park. Electric mobility devices and chairs used by people with disabilities are allowed in parks.
  • Pickleball is not allowed on the HJ Carroll Basketball Courts.
  • Drones and other radio control devices such as model planes, boats, helicopters, and cars are not allowed in any Jefferson County Parks with one exception: radio controlled model float planes are allowed at Lake Leland Day Use Park.
