Key Park Rules
Jefferson County Parks are open to the public from sunrise to sunset.
  • Pets on leash at all times - no exceptions
  • Clean-up after your pet
  • Day use only; no entry when dusk, or overnight parking
  • No public use of alcohol (see below) or marijuana per Washington State Law
  • Prohibited in HJ Carroll Park
    • Horses and other livestock (see exception below)
    • Motorized bicycles (see exception below)
    • Motorized scooters, skateboards, or similar devices (see exception below)
    • Drones, RC aircraft, or RC cars
    • Motorized 'kid' cars and motorcycles
    • Metal detecting
    • Fireworks
  • All motorized wheelchairs, scooters and other devices to assist with disabilities are permitted at all locations
  • Pickleball is not allowed on the basketball courts at HJ Carroll Park.
*Horses, motorized bicycles, scooters & skateboards are allowed on park roads and the Rick Tollefson Trail.

Alcohol in HJ Carroll Park is not allowed without a valid WA St Banquet Permit

“In the State of Washington it is illegal to open or consume alcoholic beverages in a public place" (see Title 66.44.100 of the RCW). This law applies in all Jefferson County parks, campgrounds, and recreation facilities. Exceptions to this law can be granted by the Washington State Liquor Control Board (see Title 314 of the WAC) in the form of a Washington State Banquet Permit (http://liq.wa.gov/licensing/special-licenses-and-permits) or a special occasion license for example. All proposals to serve alcohol at an event in a Jefferson County Park are subject to approval by Jefferson County. Amenities
HJ Carroll Park is a 40 acre multipurpose park and athletic center. 

The park includes two shelters which can be reserved for events: the Rotary Pavilion and Wild Olympic Salmon Shelter. Other amenities include over a kilometer of accessible, surfaced walking trail along the park’s perimeter; the Kul Kah Han Native Plant Garden where you can experience and learn about Pacific Northwest native plant species; the Chimacum Creek access area and Chimacum Creek Labyrinth - a maze built of stones for meditation; access to the Rick Tollefson Memorial Trail; restrooms; on-site caretakers; and a bus stop serviced by Jefferson Transit.

The Jefferson Universal Movement Playground, JUMP! playground is Jefferson County's first fully accessible and inclusive playground, designed to provide play opportunities for all children regardless of ability.

The playground is situated adjacent to the basketball court and parking area, with pathways leading to and from the restroom building.

The playground design goes beyond the minimum accessibility standards to create a play environment that includes everyone and challenges them at their individual level. Inclusive playgrounds are not just for children with physical mobility impairments. They are designed for children with all abilities and varying impairments to engage in play on various levels and with different sensory experiences available to them.




PHASE 2 of the JUMP! Playground will be built in January and February of 2025! This critical final component of the playground will fill in an unused area and will be specially designed to serve younger children of all abilities ages    2 to 5. 

The athletic area includes two outdoor basketball courts, athletic fields, concessions stand, picnic area with outdoor grills, playground overlooking athletic fields, BMX practice track for all sorts of bicycles and skill levels, and a disc golf course with nine holes. Athletic fields include a large soccer field capable of supporting numerous games, and baseball and softball with skinned infield, backstop, and bleachers.

Driving Directions
From northbound Hwy19 at Chimacum 4-way stop, continue on Hwy19 approximately 1.5 miles. Turn right onto  HJ Carroll Park Rd into the park. From Port Townsend area southbound on Hwy19, just past Anderson Lake Rd, turn left onto HJ Carroll Park Rd into the park.

Rotary Pavilion and Wild Olympic Salmon Shelter
The Rotary Pavilion is sized for a group of 2 - 100 or more. It works equally well for large and small events such as weddings, organization picnics, and birthday parties. The pavilion has a concrete floor, six large picnic tables and an ADA accessible picnic table, two large charcoal BBQ grills, water pump, and four 4-plex electrical outlets.  Rotary Pavilion photos.

The Wild Olympic Salmon Shelter is sized for a group of 2 - 50 or more. It is popular for birthday parties, family reunions, and picnics. The shelter is surrounded by the Kul Kah Han Native Plant Demonstration Garden and is close to the playground and the Chimacum Creek access area.  It has a gravel floor, six large picnic tables, water spigot, and one 4-plex electrical outlet.  No charcoal grilling allowed, but you may bring your own gas grills. Salmon Shelter Photos.


Propane gas grills are permitted in both shelters. Propane fireplaces/ fire pits are not allowed in either shelter.

Rotary, Salmon, and Grass Ellipse Combined
By renting the Salmon Shelter, the Grass Ellipse, and the Rotary Pavilion together, large events can have exclusive access to these areas. This facility area can accommodate a wedding, family reunion, or corporate gathering with a variety of spaces for different activities.

Both the Salmon Shelter and the Rotary Pavilion must be available to use this rental option.

Cancellation Policy

A 100% refund will be made for facility use reservations cancellations made 30 days or more before the date of reservation. A 50% refund will be made for cancellations made between 29 and 15 days before the reservation. No refund will be given for cancellations made 14 days or less from the first day of the facility reservation.

Once signed in, use Start a Facility Request to submit a reservation request. To check for availability for a specific facility and date, use View Availability Chart linked within the Start a Facility Request screen. 

Businesses, non-profits, government agencies, and other entities will be required to provide a Certificate of Commercial Liability Insurance insurance naming Jefferson County as additionally insured for the event.
